Participatory Action Research (PAR)

Participatory Action Research (PAR) — known in Spanish as Investigación Acción Participativa (IAP) — is a collaborative research methodology that blurs the line between researcher and researched. Instead of experts studying communities from the outside, PAR places communities at the center of the inquiry: they identify their own problems, design the research, collect and interpret data, and use the findings to take transformative action. The cycle repeats, with each iteration deepening understanding and strengthening collective agency. Rooted in the work of Orlando Fals Borda, Paulo Freire, and Kurt Lewin, PAR is widely used in social development, public health, education, and community planning. It produces knowledge that is both academically rigorous and immediately actionable by the people it concerns.

The PAR Cycle

PAR is not a linear process — it is a spiral of four recurring phases:

  1. Plan: The community identifies a shared problem or question and designs an inquiry to explore it.
  2. Act: Participants collect data, conduct interviews, observe, document, or run a pilot intervention.
  3. Observe: The team reflects on what the data reveals, what worked, and what surprised them.
  4. Reflect: Insights are synthesized and fed back into a new, more refined plan — launching the next cycle.

Preparation

01 · Build the research partnership
  • Identify community members, practitioners, and facilitators who will co-lead the process.
  • Establish clear agreements about roles, power-sharing, data ownership, and how findings will be used.
  • Create a safe, trust-based environment where all participants feel their knowledge is valued equally to formal expertise.
02 · Facilitate problem identification
  • Use participatory tools (focus groups, community mapping, storytelling) to surface the issues the community considers most urgent.
  • Avoid imposing externally defined research questions — the problem must emerge from the community itself.
  • Narrow the inquiry to a specific, actionable question that the group can realistically investigate.
03 · Design the research together
  • Co-create the data collection methods: interviews, surveys, observation grids, photo-voice, participatory mapping.
  • Train community researchers in the methods they will use.
  • Define ethical protocols: consent, confidentiality, and how sensitive findings will be handled.

  • Hold community assemblies or focus groups to surface and prioritize the central problem.
  • Document the problem in the community's own words.
  • Form a core research team of 5–10 community members who will lead the process.

  • Apply the co-designed research instruments.
  • Use multiple methods to triangulate findings: surveys, interviews, observation, documentary analysis.

  • Bring the community research team together to analyze the data collectively.

  • Produce a shared summary of findings that belongs to the community, not only to outside researchers.

  • Based on findings, co-design specific actions or interventions.
  • Assign responsibilities, set timelines, and identify needed resources.
  • Implement actions and document the process carefully for the next reflection cycle.

Reflection and next cycle (1–2 weeks)

  • Evaluate what changed as a result of the action.
  • Identify new questions, unresolved issues, or unexpected outcomes.
  • Feed these insights into the next cycle's planning phase.

Practical recommendations

Power first

Before any research design, have an explicit conversation about who owns the data, who speaks the findings, and who benefits. Unaddressed power dynamics undermine the entire process.

Community researchers are researchers

Train, compensate, and credit them as co-authors of the work. Avoid treating community members as data sources rather than knowledge producers.

Multiple short cycles beat one long study

Faster cycles allow the community to see results and stay engaged. A six-month spiral of four cycles produces more change than a single two-year study.

Document everything

The process itself is data. How decisions were made, who participated, and what changed in community relationships are all part of the PAR output.

Communicate findings accessibly

Share results in formats the community can use — visual summaries, community presentations, infographics — not only academic reports.

Embrace uncertainty

PAR findings will change the research question. This is a sign the process is working, not a sign of methodological failure.
